Mr. Gogulski is a professional engineer with over 40 years experience in forensic consulting, expert witness testimony, construction management, engineering, and facilities management encompassing a broad range of project types including industrial, educational, historical renovations, medical, transportation, residential and government facilities. He is a highly skilled, seasoned professional with mulit-disciplinary skills that uniquely qualify him for the most demanding of assignments.
Mr. Gogulski is a seasoned professional manager who led teams in the delivery of commercial, industrial, public works, high technology,and residential construction projects throughout the United States and overseas. Starting in the Planning and Estimating Department of Bechtel Corporation in San Francisco, Paul held positions as Project Manager and Vice President for general contractors, Owner’s representative for Disney and General Electric, Development Manager for Kaiser Engineers, Director of Facilities for Teradyne, Project Manager for New York City Transit, and Project Officer for New York City School Construction Authority,
Mr. Gogulski used this broad range of experience to form a consulting practice specializing in construction dispute resolution, expert witness testimony, accidents, claims, delays, design error and omissions, structural failure and damages. HIs forensic engineering helped resolve hundreds of cases throughout the country and overseas. Contractors use his services as an extension of staff for quality control and site safety on contracts for the US Army Corps of Engineers. Insurance companies use his services for investigations of delay, negligence, fraud and damages. He has reduced the cost of litigation during the claims process by skills greatly refined during the course of his career. His recent pioneering in refinements to risk management has led to improvements in the use of BIM and system engineering applications within the construction industry.
Mr. Gogulski provides seminars for engineering and construction firms in New York, Saudi Arabia, UAE, and Qatar. He was a featured speaker for the Association of General Contractors, the Industrial Development Research Council, and Massachusetts High Technology Council.
My real estate development experience includes a few feasibility studies while employed by General Electic’s Real Estate and Construcon Operation in Schenectady, New York, an extensive investigation for a new corporate headquarters (which resulted in a successful new move) for Teradyne while employed as Director of Facilities, and assistance in site evaluations for several shopping centers while employed by Lanning Corporation as Director of Construction. In addition, as Director of Construction for a few New Jersey residential developers, I was very much involved in the planning board process.
In Las Vegas, he has contacts with a few large developers, and have supervised engineering on shopping centers which required extensive revisions to obtain permits. Also, as forensic engineer on pending litigation I sometimes get involved in reviewing the permit process and impact of agencies in terms of delay damages.

Contemporary Resort Hotel Orlando, FL
Assigned to take over this project on behalf of the Owner when it was one year behind schedule, I insisted that the architect assign two key designers to the site which greatly reduced bottlenecks in schedule.. Using skills learned from previous experience with Bechtel and General Electric, I improved field operations, corrected technical issues, implemented value engineering, and brought the project back on schedule by working three shifts of 1200 trades personnel 24/7 during the final phase of construction.

As consultant in a team selected to analyze delays and cost overruns on behalf of the insurance company, I identified errors in project planning misuse of the CPM, and mismanagement in administration of contracts. My reports were used in resolution of litigation. This case was settled favorably in London.
